7th CPC Bihar Pay Matrix: The 7th Central Pay Commission (CPC) Pay Matrix was embraced by the Bihar government on May 24, 2017, to revise the salary structure for its employees. This implementation replaced the earlier system of pay bands and grade pays with a simplified matrix that includes 18 levels, each corresponding to distinct roles and responsibilities. For instance, Level 1 initiates with a basic pay of ₹18,000, progressing through increments up to ₹56,900, while higher levels are designated for senior positions with elevated pay scales.

The Pay Matrix enables transparent and uniform salary progression, allowing employees to anticipate their career development and associated pay increments. Additionally, the Bihar government periodically adjusts allowances such as the Dearness Allowance (DA) in response to inflation and cost-of-living fluctuations. As of May 2025, the DA for employees under the 7th CPC was increased from 53% to 55%.

Subject: Modification of the compensation framework for State Government employees effective from 01.01.2016.

The Government of India has revised the pay scales and pay structure in accordance with the recommendations of the 7th Central Pay Commission, effective from January 1, 2016. The State Government, via its Resolution No. 9701 dated December 22, 2016, constituted a Pay Commission responsible for recommending, among other matters, a new pay structure for State Government employees, considering the suggestions provided by the 7th Central Pay Commission regarding the pay structure for Central Government employees. On May 15, 2017, the Pay Commission submitted its Report on pay scales and additional benefits for State Government employees.
