Assam Home Guard Recruitment Organisation 2025
During World War II, the United Kingdom established ‘Home Guards,’ a voluntary organization aimed at local defense. In India, this initiative was introduced in December 1946 in Bombay, where Home Guards were formed to support the police in managing civil unrest and communal riots.
This model of a voluntary citizen force, serving as an auxiliary to the police for maintaining law and order and addressing emergencies such as floods, fires, and famines, was later adopted by various other states. Following the Chinese aggression in 1962, the central government recommended that states and union territories consolidate their existing voluntary organizations into a nationwide force known as ‘Home Guards,’ which would retain its voluntary nature.
In 1983, the Assam Home Guards organization was structured into three divisions: Upper Assam Division, Lower Assam Division, and Hills Division. The Upper Assam Division, headquartered in Jorhat, encompasses Tinsukia, Dibrugarh, Sivasagar, Jorhat, Golaghat, Nagaon, and Marigaon. The Lower Assam Division, based in Guwahati, includes Goalpara, Dhubri, Bongaigaon, Kokrajhar, Silchar, Barpeta, Nalbari, Baksa, Kamrup, Darrang, Udalguri, Sonitpur, North Lakhimpur, and Dhemaji. The Hills Division, with its headquarters in Silchar, covers Karbi Anglong, N.C. Hills, Cachar, Hailakandi, and Karimganj.
The Divisional Commandant holds a rank equivalent to that of a Superintendent of Police (S.P.) and is responsible for advisory and supervisory functions.
Initiatives for Infrastructure Development 2025
- The construction and completion of a four-story building at the Central Training Institute (CD & HG) in Panikhaiti, Guwahati, has been successfully achieved under the CSS Scheme. Additionally, a two-story building has been constructed and finalized at the Assam Special Reserve Battalion-II in Karagaon, Karbi-Anglong.
- Furthermore, permanent barracks have been established at the majority of the Battalions and the District Training Centre for Home Guards. Sanitation facilities and access to drinking water have been provided for the personnel within this organization.
- Under the CSS scheme, Assam-type houses have been built for the CD office and storage in eight multi-hazard prone districts, namely Tinsukia, Dibrugarh, Jorhat, Karbi-Anglong, Golaghat, Darrang, Kokrajhar, and Bongaigaon.
Security for private and public sector agencies
- Currently, there are 1,000 personnel from the Assam Industrial Security Force Battalions assigned to the Public Sector, while 779 personnel are deployed in the Private Sector.
- Additionally, members of the Assam Special Reserve Force Battalions are assigned to District Police for law and order responsibilities.
