MP RTE Admission 2025-26: Concerning the online application process for free admission in non-grant recognized private schools in Madhya Pradesh under the Right to Education Act for the academic year 2025-26, the following actions are to be undertaken: Eligible candidates wishing to apply for free admission may register their applications online by validating their Samagra ID and Aadhar.

This process pertains to non-grant recognized private schools located in their respective village, ward, neighborhood, and surrounding areas, which are categorized by class on the designated portal. Following the submission of the application, it is essential to complete the verification with original documents on the specified date at the designated verification center. Subsequently, applicants deemed eligible will be assigned to non-government schools through an online lottery system, with the schedule outlined as follows.

Eligibility for MP RTE Admission 2025

Under Section 12 (1) (c) of the Right of Children to Free and Compulsory Education Act, 2009, such children will be eligible whose parents belong to the following categories:-

  • Deprived Group
  • Weaker Sections
  • Scheduled Castes,
  • Scheduled Tribes,
  • Families holding forest land,
  • Vimukt Jati
  • Disabled Children (as per certificate issued by Medical Board)
  • HIV affected children

Children of families living below poverty Line

  • Orphan children (Orphans have also been included in the weaker sections by the State Government).

Beneficiaries of Mukhyamantri Covid-19 Bal Kalyan Yojana for education, financial assistance and food security of orphan children due to death of parents/guardians due to Covid-19. The following applicants will be eligible in this scheme: – Family means husband-wife and their dependent children, parents have died of COVID-19

1. parent had died earlier, their legal guardian has died of COVID-19

2. One of the parents has died earlier and now the other has died of COVID-19.

3. Death due to COVID-19 means any such death, which occurred in the period from 1 March 2021 to 30 June 2021.

In the case of child beneficiary, the guardian will be identified by the committee constituted under the scheme under the chairmanship of the Collector.

MP RTE Admission – Eligibility Regarding Age Limit 2025

According to the new education policy, age has been fixed according to the class. According to the new education policy, the age for admission in schools according to the class for applying will be as follows. For calculating the age of the applicant for admission in the session 2025-26, the minimum age for pre-primary classes (nursery, KG 1, KG 2) will be calculated as on 31 July 2025 and for class 1 as on 30 September 2025.

At the time of verification, original documents regarding age will have to be submitted, in case of not matching with the original or in case of not submitting the original, the application will be considered ineligible.

Documents required for admission: Deprived Group

  • For Scheduled Caste / Scheduled Tribe / Vimukta Jati in the deprived group, the caste mentioned in the ration card of the foster / guardian of the child or any other government document which mentions the Scheduled Caste / Scheduled Tribe / Vimukta Jati will be the primary document valid.
  • If a child’s brother / sister has a caste certificate, then that will also be valid as a primary document. If the foster / guardian is a member of a joint family, then in such a situation the documents of the head of the family will be valid.
  • Children of foster children included in Vimukta Jati (Vimukta Jati includes – Banjara, Habuda, Bhatu, Chandravediya, Bairagi, Kanjar, Sansi, Banchhada, Moghia, Kalbelia, Bhanmat, Bagri, Nat, Pardhi, Bedia, Kuchbandiya, Bijoria, Kabutari, Sandia, Pasi, Dhangar and Sanoria).
  • The lease of forest village issued in the name of the child’s foster/guardian or the authority letter issued under the Forest Rights Act will be valid for admission. For disabled children, the disability certificate issued by the District Medical Board will be valid for admission.
  • In case of HIV infected child, the medical certificate issued by the District Medical Board will be valid for admission.
  • It is the responsibility of the verification officer to ensure that the applicant who is being made eligible by him has a valid and live BPL card.
  • The government has also recognized orphan children in the category of weaker sections. For them, the certificate issued by the District Program Officer Women and Child Development will be valid.
  • The State Government has included such children under the Right to Education Act under the Chief Minister’s Covid-19 Child Welfare Scheme for education, financial assistance and food security of children orphaned due to the death of parents / guardians due to Covid-19. Action should be taken as per the order number 1373/2021/50-2 Bhopal dated 21.05.2021 issued by the Women and Child Development Department related to the scheme.

Certificate of residence:-

The following documents of the parent/guardian will be valid as residence certificate:-

  1. Residence certificate issued by the competent authority
  2. Voter ID card,
  3. Ration card/Eligibility slip/Samagra slip,
  4. Work in rural area (Mahatma Gandhi National Rural Employment Guarantee Scheme),
  5. Passport/Driving license/Electricity bill/Water bill,
  6. Any other government document in which the residential address of the child’s parent/guardian is mentioned.
    If the parent/guardian is a member of a joint family, then the government document in the name of the head of the family will be valid.

Eligible documents regarding date of birth:-

Birth certificate issued by the competent authority. 2.6.2 Where a birth certificate under the Registration of Births, Deaths and Marriages Act, 1886 (6 of 1886) is not available, any one of the following documents shall be considered as proof of age of the child for the purpose of admission in school –

(a) Hospital/Auxiliary Nurse Midwife (A.N.M.) Register Record,

(b) Anganwadi Record,

(c) Self declaration of age of the child by the parent or guardian (Provided that the parent or guardian of the child shall produce a certificate of verification of the date of birth of the child signed by an elected representative of the local authority, urban local body or Panchayat of the area where he/she resides within six months of admission. In its absence, the admission shall be treated as cancelled.)

Publicity:-

Wide publicity of this provision of the Act should be done. Under this, the private school should ensure publicity by advertising on its own website, notice board and public places. Apart from this, its publicity should also be done at district / development block / cluster level through electronic media, print media and publicity, so that maximum number of children of deprived group and weaker section can benefit from this provision of the Act.

Regarding this provision of the Act, public representatives and Anganwadi workers should be informed about the provisions of the Act and their cooperation should be obtained.

Display of schools available class wise for free admission:-

Village / Ward, Neighbourhood and Extended Neighbourhood:- For determining the neighbourhood and extended neighbourhood in the admission process, the neighbourhood and extended neighbourhood of the recognized non-government school should be determined on the basis of the village / ward in which it is located in the recognition application as per M.P. It will be displayed using the GIS data available with State Electronics Development Corporation, GIS Department. The neighbourhood and extended neighbourhood of the village / ward are automatically displayed through GIS.

Applicant should select the schools of the village / ward on priority basis. Only if there is no school available in the village / ward, select neighbourhood schools and as a last option, select extended neighbourhood schools, because in the online lottery process, first priority is given to the schools of the village / ward in which the applicant is a resident. Chances of allotment in schools located in the extended neighbourhood are minimum. While selecting a school, applicant must check the distance from his residence and only then register the selection of schools at that distance.

Display of schools for free admission

As per the new education policy, it has been made mandatory to register the enrollment of government / private schools, complete details of the student along with the profile on the U-DISE portal. Under this, the school itself has registered the information related to enrollment on the U-DISE portal. For this, through official letter number / Rashike / RTE / 2025 / 1243 Bhopal dated 20.03.2025 and letter number / Rashike / RTE / 2025 / 1766 Bhopal dated 17.04.2025, instructions have been issued to the private schools to register the profile of the children studying class wise and error-free enrollment.

In the recognition taken by the private school, the first admitted class of the school will be free admission. The enrolment registered by private schools on the UDIS portal for the session 2024-25 will be utilised for free admission of children belonging to disadvantaged groups and weaker sections under Right to Education Article 12(1)(c).

The following non-government schools have not been included in the admission process:-

  1. Schools which are not recognized for the 2025-26 or upcoming sessions. 2. As per the recognition of the school, the first admission in the school is class 6.
  2. Recognized minority schools have been kept free from the admission process. 4. In the new schools which have received new recognition in the session 2025-26, it is not possible to provide admission due to lack of admission of other children, non-confirmation of school operation and zero enrollment in UDICE.
  3. Schools whose application for not operating the school from the upcoming session has been registered on the RTE portal or after the District Project Coordinator has ensured that the school is not operating, the school has been locked as a closed school.

Online Application Process of MP RTE Admission 2025

Applications for free admission can be made only online, no offline application will be accepted. Therefore, the applicant should not submit the hard copy of the application in any office or private school. Applicants can register their application online on the RTE portal themselves.

The format of the application form is also available on the RTE portal which can be downloaded by anyone without any password or without any fee. Attached format.

Applicants can register their application form for free admission on the RTE portal http://rteportal.mp.gov.in. An applicant will be eligible to apply online only once. At least three schools will have to be entered as options in the online application and a maximum of 10 schools can be selected. If an applicant has less than three non-government schools in his own village / ward, neighborhood or extended neighborhood, then there will be relaxation in registering less than three schools in the application.

The applicant should enter the names of the schools in the application in order of priority. While selecting the schools, the applicant should lock his application on the portal only after ensuring his priority properly.

Applicants should carefully enter the priority order of schools in the online application. In compliance with the petition WP 6336/25 presented in the Hon’ble High Court Jabalpur in the year 2025, the non-government schools which have been recognized by the Hon’ble High Court subject to the decision to be passed in future. If the Hon’ble Court passes a decision in favor of the government, the recognition of such schools may be canceled. Therefore, parents should take a careful decision in selecting such a school at the time of admission. The list of such schools will be pasted at the District Education Center, BRCC Office and Jan Shiksha Kendra of the concerned district.

Documents related to reserved quota along with the application form will be scanned and uploaded on the portal. It is mandatory to enter the application form. The applicant should ensure that the information being entered is completely correct, the certificate on the basis of which the application for admission is being made should be completely true and issued by the competent authority. The BPL card holder should have a valid and living BPL card.

After applying online, the original documents will have to be provided at the time of verification of documents. If there is a difference in the entered information and the original document, the applicant will be disqualified.

After applying online, if an applicant does not go to the verification center and get the verification done within the prescribed date, then his application will be automatically cancelled and he will not be able to participate in the online lottery process.

It will be the responsibility of the applicant to confirm before applying that he is eligible for admission, that is, he belongs to the category of deprived group or weaker section and he has a residence certificate issued by the competent authority to reside within the village / ward of the concerned school or the defined neighborhood or the extended limit of the neighborhood.

The portal generated receipt of the application made by the applicant on the portal should be kept safe with him. It is mandatory to have this application receipt at the time of verification at the verification center.

If an applicant is already studying in any private school under the Right to Free and Compulsory Education Act, then he/she should not apply online otherwise his/her application will be rejected.

Verification after online application:-

After applying online, the parent will download the application acknowledgement and verification form from the RTE portal. It is mandatory for the parent/guardian to go to the verification center during office hours and get the verification done by taking its print out in 02 copies and at the designated place within the verification period along with the original documents, photo,
verification form and online acknowledgement of receipt of application as per the information mentioned in the application form. Original birth certificate

It is mandatory to take the letter, reserved quota certificate, domicile certificate. If the original documents are not verified, the application will be automatically rejected.

At the time of verification, OTP will be sent to the mobile number 1 registered in the application, so it is mandatory to take the mobile number registered in the application to the verification center. When the verification officer asks for OTP, the parent should provide the OTP so that verification can be done at the verification center.

After carefully checking the BPL card, the applicant should be made eligible after verification only if he is a living VPL card holder.

The verification officer will verify the documents mentioned by the applicant in the application with the original documents of the applicant. The applicant has applied for admission in the class according to the prescribed quota / area of ​​residence / age for free admission in RTE, its verification will be done with the original certificate related to that quota, age, Aadhar card and residence. For verification, the applicant can go to any Jan Shiksha Kendra near him and get the verification done.

The verification officer will login to the mobile app with his unique ID and password and enter the details mentioned in the application form. Before going to the verification center, the verification officer should login to the mobile app and check if the app is not logging in, reset the password. If the mobile number has changed, get the mobile number updated through the District Education Center. Verification will be recorded from the mobile app only.

If verification registration is not done, the concerned verification officer will be personally responsible for it. If the documents are found to be true after verification, the applicant should confirm his eligibility in the verification form and sign it to participate in the final online lottery process.

If the verification officer does not find any applicant eligible after verification of documents, then he will have to enter the reason for being ineligible through the mobile app and the reason will also be recorded in the prescribed form.

It is mandatory for the verification officer to sign a copy of the verification form and provide it to the BRC office as a record. This record will be kept safe in the BRCC office as the record of the concerned child.

After application, 100% seats are to be allotted to orphan children affected by COVID-19, hence these children should be disqualified only when the verification officer is not satisfied with the reason for orphanhood after thorough investigation. If any help / guidance is required in this regard, then the verification officer should disqualify them only after contacting the Block Resource Coordinator of the concerned Block.

MP RTE Admission through online lottery 2025

Only those applicants found eligible after verification will be included in the online lottery process. Therefore, after applying, it is necessary to get the verification done otherwise the application will be rejected. MPSEDC Madhya Pradesh will allocate the selected non-government schools to the students through online lottery in a centralized, randomization, transparent manner.

The first priority for seat allocation will be given to the children of the same village in rural areas and the same ward in urban areas. Similarly, after the admission of children of the same village / ward, if seats remain vacant, then children residing in the boundary of the neighbourhood (village adjoining the boundary of the village in rural areas and the ward adjoining the boundary of the urban area, if any, and the ward adjoining the boundary of the ward in urban areas and the village adjoining its boundary, if any) will be eligible for admission.

If even after this the seats remain vacant, only then the applicant of the extended neighbourhood boundary will be eligible for admission. Therefore, the applicant should first select maximum number of schools available in his village/ward. Information of school allocation to the applicant and downloading of allocation letter

After the online lottery process, information of the allocated school will be provided to the applicant through SMS on his registered mobile number.The applicant will download his allocation letter from the portal himself.

Allotted School After Allocation and Admission through Mobile App

Admission in the allotted school after allocation and admission reporting by the school through mobile app. The child selected through online lottery will have to appear in the allotted school within the time limit with a copy of the allocation letter, RTE quota certificate, birth certificate, residence certificate, two passport size photographs recorded in the application.

On the child’s presence, the school will take the child’s photo from the mobile app with its user name and password and do the admission reporting. After this, the applicant will get an OTP. Admission will be valid when the applicant confirms with the OTP. Admission of children whose admission reporting will be done by the concerned non-government school within the stipulated time period will be valid.

If a child is allotted a school and appears for admission in the school within the stipulated time period, but the admission reporting process is not completed by the concerned private school through mobile app within the stipulated time period, then in such a situation, the entire responsibility for the admission process not being completed will be of the concerned private school.

The said school should provide admission to the eligible allottee and provide free education up to class 8 as per the Right to Education Act. It will be mandatory. The state will not bear any payment for the education of the student to the concerned school. In case a school refuses to give admission to the allotted child, action should be taken against the concerned school as per rules.

An online help desk should be established at the block and district level to provide help to the applicants in relation to all the above proceedings. Please ensure that the admission process is done in a timely manner and in a completely transparent manner as per the provisions of the Right to Free and Compulsory Education Act, 2009 by sending instructions related to the above procedure to all the non-grant recognized private schools located in the district and by training the verification officers in the verification process through proper publicity.
