Punjab Home Guard Role 2025
The following updated responsibilities have been designated to the Home Guards. These directives have been emphasized periodically:
(a) Act as a support to the police and aid in maintaining internal security.
(b) Provide assistance to the community during emergencies, including air raids, fires, floods, epidemics, and similar situations.
(c) Organize operational units to deliver essential services, such as motor transport, engineering and pioneer groups, fire brigades, nursing and first aid, as well as the management of water and power supply in various facilities.
(d) Foster communal harmony and support the administration in safeguarding vulnerable segments of society.
(e) Engage in socio-economic and welfare initiatives, including adult education, health and hygiene programs, development projects, and other activities considered beneficial.
Functional Activities of Punjab Home Guard 2025
One of the key responsibilities of Home Guards is to establish functional units that deliver vital services, including motor transport, pioneer and engineering teams, fire brigades, and the operation of water and power supply systems. The Government of India deems it essential for State Governments to develop a sufficient number of these functional units within the Home Guards to ensure that trained personnel are available to support and sustain essential services during emergencies.
To effectively maintain these essential services, it is crucial that the enrolled personnel receive comprehensive training and possess the necessary technical expertise. Consequently, a functional unit formed by providing only basic training to selected Home Guards would lack effectiveness. Therefore, it would be more beneficial to recruit a sufficient number of volunteers to create composite companies of Home Guards, drawing from technically skilled workers employed in various public utility sectors.
Pensionary Benefits of Punjab Home Guards 2025
Information regarding pension benefits available to the family or legal heirs of Punjab Home Guards personnel in the case of death while in service.
Pension
The pension calculation is based on the formula Ax 1x B 2×66 A, where A represents the average emoluments over a period of 10 months, and B indicates the qualifying service measured in half years, with a maximum limit of 66 half years. Emoluments consist of Basic Pay, Dearness Pay, and any applicable Personal Pay. The minimum pension is set at Rs. 3,500 per month, with a minimum qualifying service requirement of 10 years and a maximum of 33 years.
Family Pension
i. For the first seven years or until the government employee reaches the age of superannuation, whichever is shorter:
(a) For a pay of up to Rs. 4,500: 60% of the last basic pay plus Dearness Pay, with a minimum of Rs. 1,310.
(b) For a pay exceeding Rs. 4,500: 50% of the last basic pay plus Dearness Pay, with a minimum of Rs. 2,700.
ii. After the initial seven years or until the government employee attains the age of superannuation, whichever is shorter:
(a) For a pay of up to Rs. 4,500: 40% of the last basic pay plus Dearness Pay, with a minimum of Rs. 3,500.
(b) For a pay above Rs. 4,500: 30% of the last basic pay plus Dearness Pay, with a minimum of Rs. 1,800.
Death-cum-Retirement Gratuity: The gratuity is calculated as AxB/4, where A is the sum of Basic Pay, Dearness Pay, and Dearness Allowance, and B is the qualifying service in half years, capped at 66 half years.
Commutation of Pension
The commutation amount is calculated as 40% of the basic pension multiplied by 12, according to the rates specified in the table attached to State Government letter No. 3/23/09-3 FPPC/879 dated August 17, 2009.
Leave Encashment: The encashment amount is determined by the formula Emoluments x A/30, where A is the number of days of unutilized earned leave available to the deceased government servant, with a maximum limit of 300 days. Emoluments include Basic Pay, Dearness Pay, and Dearness Allowance.
