Home Guards personnel on duty in Tamil Nadu hold the same authority as police officers. When called upon by an order in accordance with Annex: 21, Section 6, Home Guards members are conferred with equivalent powers.
Prohibition of Prosecution: Members of the Home Guards are granted the same rights and protections as police officers appointed under the Madras City Police Act of 1888 or the Madras District Police Act of 1859, as relevant.
Entitlements and Safeguards: Legal action against a member of the Home Guards cannot proceed without the prior consent of the Chief of Police or the Superintendent of Police.

Eligibility Criteria for TN Home Guard Recruitment 2025
- Home Guard Membership: To be eligible for membership, an individual must be a minimum of 18 years old and not older than 50 years.
- Regulations: An appointment order is required before commencing basic training.
- Physical Fitness: Candidates must exhibit good character and prove their physical fitness.
- Appointment Criteria: The candidate must have either successfully completed or not passed the SSLC/X standard examination.
Procedures of TN Home Guard Recruitment
The Commissioner of Police or the Superintendent of Police determines an individual’s suitability for appointment to the Home Guard after conducting a comprehensive assessment of their character and background. The maximum duration for reappointment or extension of a Home Guard member shall not exceed three years at any one time.
Nevertheless, the age limit specified in clause (a) may be waived in certain circumstances, provided there is written justification from the Directorate of Home Guards, to allow the recruitment of otherwise qualified individuals.
Before being appointed as a member of the Home Guard, each candidate is required to sign a pledge of service in Form ‘B’ in the presence of the appointing authority or an authorized officer. For those seeking reappointment or extension, a member may continue to serve until they reach the age of 58 years.
Every individual appointed to the Home Guard will be issued a certificate of appointment in Form ‘C’. Members will serve a term of three years and are eligible for reappointment, with the option to extend their service period.
Duties & Responsibilities of TN Home Guards 2025
The duties and functions of Home Guards members encompass the following:
- Overseeing traffic control points.
- Conducting patrols and monitoring activities during nighttime.
- Delivering legal summons.
- Collecting information and intelligence.
- Managing crowd control efforts.
- Supporting law enforcement in upholding internal security.
- Promoting community harmony by assisting the administration in protecting at-risk populations.
- Participating in socio-economic and welfare programs, which include adult education, health and hygiene initiatives, development projects, and other beneficial activities.
- Alleviating panic, coordinating rescue missions, and providing assistance during emergencies such as air raids, cyclones, floods, epidemics, earthquakes, and similar disasters, as well as organizing firefighting operations.
- Creating operational units to provide essential services, including motor transport, engineering and pioneer groups, fire brigades, nursing and first aid, and the management of water and power supply systems.
